OWNRYDE AIRPORT & LIVERY OPERATIONS POLICY
Version 1.0 — Effective January 2025
This policy explains how Driver Members may legally and safely perform airport pickups and drop-offs as private membership transportation providers.
This policy applies to all airports, including PDX – Portland International Airport, all Oregon airports, all U.S. airports, and international airports where applicable under local law.
Airport operations are regulated environments. Driver Members must follow all airport rules and this policy at all times.
1. Airport Regulations Overview
Airports commonly require compliance with:
- Designated pickup and drop-off zones
- Authorized vehicle permits (for certain airport categories)
- Traffic and safety regulations
- Clear passenger identification
- No waiting or idling in restricted areas
Many airports, including PDX, enforce Ground Transportation (GT) rules, commercial permit programs, and private vehicle policies.
OwnRyde is a private membership transportation platform and is not a Transportation Network Company (TNC). Driver Members must comply with airport rules applicable to private, pre-arranged transportation.
2. Pre-Arranged Ride Requirement
All airport pickups must be:
- Pre-arranged
- Requested through the OwnRyde Platform
- Scheduled with a verified Rider Member
Driver Members may not:
- Approach random passengers
- Advertise or solicit at the airport
- Pick up non-members
- Engage in taxi-style or curb-hail behavior
Airport pickups are limited to verified OwnRyde Members only.
3. PDX-Specific Rules (Portland International Airport)
At the time of this policy, PDX allows:
- Private, pre-arranged, non-TNC rides
- General passenger pickup in approved areas
- No commercial plates for purely private rides (subject to airport policy changes)
Driver Members at PDX must:
- Use approved passenger pickup lanes
- Avoid excessive idling
- Not block traffic
- Follow instructions from airport staff or officers
If PDX requires permits for shuttle, limousine, or commercial services, Driver Members must obtain those permits individually.
4. Pickup Procedures
4.1 Before Arrival
- Confirm the correct terminal and airline
- Communicate with the Rider via in-app messaging
- Wait off-airport if arriving early to avoid citations
4.2 At Arrival
- Pull into the designated pickup area
- Confirm the Rider’s identity by name
- Ensure the Rider is the correct Member
- Assist with luggage when appropriate
4.3 After Pickup
- Exit the airport promptly
- Follow traffic flow and posted signage
- Avoid stopping or waiting unnecessarily
5. Drop-Off Procedures
Driver Members must:
- Follow airport signage for departures
- Unload luggage safely and efficiently
- Use the correct terminal and airline area
- Avoid extended stopping or parking
- Comply with airport staff instructions
Drop-offs generally do not require special permits.
6. Airport Permits (If Required)
Some airports require permits for:
- Commercial transportation
- Shuttle or black car services
- Repeated or scheduled pickups
In such cases, Driver Members are responsible for:
- Obtaining required permits
- Paying airport-related fees
- Meeting vehicle and signage requirements
OwnRyde may provide guidance, links, instructions, and support resources. Driver Members must upload proof of permit when required.
7. Waiting, Idling & Timing Rules
Most airports prohibit:
- Staging or lingering
- Idling in pickup lanes
- Curbside parking without a passenger present
- Blocking traffic lanes
Driver Members may wait only in:
- Airport cell-phone waiting lots
- Off-airport parking locations
- Nearby public parking
- Personal property locations
Violations may result in airport citations or fines.
8. Airport Security Compliance
Driver Members must comply with:
- TSA regulations
- Airport police instructions
- Ground Transportation staff orders
- Security traffic lanes
- Temporary or event-based restrictions
Failure to comply may result in suspension from airport operations.
9. Luggage & Passenger Safety
Driver Members must:
- Ensure trunk space is available for airport trips
- Lift luggage only within personal physical limits
- Avoid overloading the vehicle
- Ensure doors and trunks are fully secured
- Assist elderly or disabled Riders when appropriate
Driver Members are not required to:
- Lift excessively heavy items
- Provide porter-style services
- Handle hazardous or dangerous items
10. Prohibited Items
Driver Members must refuse transport if Riders bring:
- Hazardous materials
- Open containers of alcohol
- Explosives or flammable liquids
- Illegal substances
- Oversized items that pose safety risks
11. Airport Fees & Tolls
Some airports charge access fees, pickup charges, or exit tolls.
Rider Members are responsible for these fees. Where supported, fees may be automatically passed through the app.
12. No Solicitation Rule
Driver Members may not:
- Solicit passengers at airports
- Offer rides outside the Platform
- Distribute business cards
- Accept cash payments
- Interfere with airport operations
Solicitation violations often result in airport fines and removal from OwnRyde.
13. Special Events & High-Traffic Situations
During periods of increased congestion such as holidays, weather events, construction, or airport closures, Driver Members must:
- Follow temporary traffic instructions
- Use alternate pickup or drop-off zones
- Comply with staff-directed detours
- Follow updated in-app guidance
14. Member Responsibility
By operating on the OwnRyde Platform, Driver Members acknowledge that:
- Airport rules are mandatory
- Airport citations are the Driver’s responsibility
- OwnRyde does not pay airport fines
- Only pre-arranged rides are allowed
- Commercial pickups require proper permits
- Airport rules vary by location
- Local laws must always be followed

OwnRyde may provide:
- Step-by-step airport guides
- Permit instructions
- Airport Ground Transportation contact information
- Training materials
- In-app reminders
- Airport-specific policy updates
Driver Members are responsible for staying informed and compliant.
